I prefer other skills in PVE although there is no question in my mind that its good. I almost always bring volley in pve to trigger splinter. This does that and oh so much more as I can now bring an elite. + Ignite w/ splinter w/ IA is pretty sick damage

For someone with Prophecies only, [[Incendiary Arrows] & [[Ignite Arrows] does decent damage. I prefer the nearby range as opposed to [[Barrage]'s adjacent range. Also using [[Dwarven Stability] & [[Serpent's Quickness] for an IA that recharges in 2 secs.

On a cursory read I didn't see any mention about a specific wicked combination: [Serpent's Quickness][Ignite Arrows][Splinter Weapon][Incendiary Arrows] while standing in [Ebon Battle Standard of Honor]
When all the little damage packets get the EBSoH bonus we are suddenly talking about whopping big damage.

Interested on how you split your attributes there ... I am having trouble in splitting expertise high enough to spam 5 energy skills (13) wilderness to hit the 3 sec break point (12) and Marksmaship to fulfill the req of the bow (9-10) and then still get a decent splinter damage ... or do you just let a hero/friend splinter you up?

If there's somebody else providing Splinter then 12+1 Exp 8+1 Marks 10+1+1 Wild hits all the relevant breakpoints. If on your own it's not feasible to try the 3 sec burn, instead something like 11+1+1 Exp 8+1 Marks 8+1 Wild 9 Channel should work. The loss of burning damage (max 3 x 14 HP) is negligible in comparison with the added damage from Splinter.
Let's say that you stand in a max rank EBSoH and shoot IA into a mob of 4 monsters adjacent to each other. A rough estimate shows that you do:
3 x 22 = 66 from base bow damage
3 x 2 x 14 = 84 from burning
3 x 4 x 9 = 108 from Ignite Arrows
3 x 3 x 32 = 288 from Splinter Weapon
(3 + 12 + 9) * 15 = 360 from EBSoH
for a total of 906 damage in one attack if you are providing your own Splinter (in which case splinter coincides with every other IA) and even higher if you have a rit maintaining splinter on you.
You can also try "By Ural's Hammer!" for an additional damage multiplier.

Ignite Arrows and Splinter Weapon only trigger on adjacent foes. So if you're using that "nearby" clause, then they won't trigger.

I also think the most potential I've seen is the combo being displayed in this thread with [skill]ebon battle standard of honor[/skill], [skill]incendiary arrows[/skill], [skill]ignite arrows[/skill], [skill]splinter weapon[/skill], [skill]serpent's quickness[/skill]. I do however like having [skill]great dwarf weapon[/skill] on me a lot more than splinter for personal taste.

Agree, [skill]great dwarf weapon[/skill] is more useful in PvE IMO(People have a tendence to ignore it, however) since [skill]ignite arrows[/skill] already covers the AoE, so another would overlap and the occassional Kds from GDW really helps against both melee or casters.

IA is FTW in the snowmen lair. I use that with ignite arrows and Conjure flame with a fiery bowstring and it pumps damage. I bring a fire ele with Mark of rotgort and those guys explode =P

You can run something like this in a B/P group:

Marks 9+1
Expertise 8+1
Not sure how the dps compare, but it looks like it would be just as good if not better than splinter volley. Remember that scavenger strike was changed, so with 9 in expertise and 12 in beast it's a net gain of 10 energy, making it really nice for e-management with lower expertise levels. You probably only want to run one of these though otherwise you'll double up on poison and burning.

I ran this while in dungeons over the weekend:
[Dwarven Stability][Lightning Reflexes][Incendiary Arrows][Ignite Arrows][Distracting Shot][Savage Shot][I Am the Strongest][Great Dwarf Weapon]
I uesd the GDW on our Derv who was frontlining and I had a Firey Bow sting to pair with our Mark of Rodgort Hero so every arrow caused burning.
Long battles are tough on energy, but it's PvE so a mob of 4-6 foes didn't last long enough for energy to matter.
I tried running Conjure Flame earlier in the day but the split to 4 atts was too much. Incendiary Arrows realy isn't worth it without a 12 in WS, and less than 13 in Expertise REALLY makes things tough on energy. However, the "nearby" is much better than the Barrage/Volley "adjacent".
The GvG staple build looks something like this:
[Apply Poison][Incendiary Arrows][Distracting Shot][Savage Shot][Mending Touch][Troll Unguent][Natural Stride][Resurrection Signet] or [Pin Down]
Spread degen with ease, while your mesmer hassles their RC.
